Legislative Affairs: Bill Monitor 2006
House Bills
HB 21 - Rep. Wirth - A credit on state and personal income tax and corporate income tax of up to 50% of the fair market value conveyed to a public or private conservation agency for agriculture preservation, conservation, or open space.
HB 23 - Rep. Wirth - The Air Quality Act is amended to allow for a revocation or suspension of a permit for alleged violations. A civil penalty of up to $25,000 for each day of non-compliance.
HB 101 - Rep. Larranaga - An appropriation of $100,000 to NMSU to establish an agriculture leadership program in the College of Agriculture and Home Economics. This legislation would provide training for business skill for agriculture producers.
HB 121 - Rep. Stewart - An appropriation of $280 million to the State Engineer for the following projects: Acequia and dam safety; settlements for Pecos river, Gila River, Middle Rio Grande and Ute Pipeline.
HB 131 - Rep. Stell - An appropriation of $50,000 to the State Engineer to put the state's salt basin to beneficial use.
HB 136 - Rep. Nunez - An appropriation to the State Engineer of $1 million for water master salaries for the active water resource management program.
HB 138 - Rep. Nunez - An appropriation to NMSU to perform eradication, research and marketing for the pecan industry.
HB 139 - Rep. Nunez - An appropriation to NMSU for the Soil and Water Conservation Commission to remove salt cedar and implement riparian restoration and for the forest health and watershed plan.
HB 163 - Rep. Ezzell - Would require an applicant to seek approval prior to the transfer of water rights outside the artesian conservancy district from the State Engineer.
HB 183 - Rep. Cervantes - An appropriation for $10 million to the State Engineer for water rights adjudications.
Senate Bills
SB 46 - Sen. Smith - A gross receipts reduction of 50% for selling agricultural implements designed to irrigate produce above or below ground level where production occurs. This would apply whether or not the implement is attached to a source of power or is depreciable for federal tax purposes.
SB 80 - Sen. Papen - An appropriation of $100 million to the State Engineer for adjudication purposes.
SB 86 - Sen. Komadina - Allows municipalities to use general obligation bonds for farmland preservation, conservation and open space easement.
SB 87 - Sen. Papen - An appropriation to NMSU/NMDA to match federal grants for conservation programs on agricultural land.
